Ethiopia and Russia have taken a significant step towards Ethiopia's nuclear energy ambitions by signing a non-disclosure agreement (NDA). This agreement paves the way for the development of Ethiopia's first nuclear power plant, making it the third African country to embrace nuclear power generation, following South Africa and Egypt. The NDA, signed in Moscow, is a crucial step in advancing cooperation between the two nations in the peaceful use of nuclear technology. It aims to facilitate information sharing, project planning, and technical cooperation as Ethiopia progresses with its nuclear roadmap. However, it's important to note that this agreement does not constitute a final investment decision or a construction contract. Ethiopia, with its over 130 million people, is seeking reliable, low-emission baseload power to support its industrialization, urbanization, and digital infrastructure. While the country heavily relies on hydropower, including the massive Grand Ethiopian Renaissance Dam (GERD), climate variability and rising electricity demand necessitate a more diverse energy mix. Prime Minister Abiy Ahmed has emphasized the importance of nuclear energy for Ethiopia's long-term development and energy security. He assured that any nuclear program will adhere to strict international safety standards and be supported by the International Atomic Energy Agency (IAEA). Russia, through its state nuclear corporation Rosatom, has been expanding its nuclear presence in Africa, including in Egypt, which is constructing its first nuclear power plant at El Dabaa. This project, comprising four large Russian-designed reactors, is expected to supply around 10% of Egypt's electricity once operational. The El Dabaa agreement also includes the supply of a dry storage facility for used nuclear fuel and the integration of the plant with a seawater desalination facility, showcasing the broader industrial and water-security benefits of nuclear technology. As Ethiopia and Russia forge ahead with this NDA, the region is poised to witness the emergence of a new nuclear power player, raising questions about the implications for energy security and environmental sustainability in Africa.
